Welcome everyone to the USASA blog for the 2009 Soccer Summit. Please feel free to share comments, questions and ideas. We also have the website dedicated to updates and progress so feel free to stop by there as well. http://www.usasa.com/summit/
I thought we should have at least one entry per month to enforce confidence in the progress being forged for the upcoming summit.
I am very confident that May 10, will arrive at 12:01 am tomorrow. With that arrival we can all thank our mothers for their deligence in tending to our every need for so long.
California Soccer Association Inc. Corporation No. 0119923, Filed: 7/31/1926 by RICARDO OLIVAS with Secretary of State, now known as California Soccer Association North (CSAN) is a California Non-profit Public Benefit Corporation.Tax exempt from Federal Income Tax. Can't confirm it's a Legal 501 (c)(3).
CSAN Bylaw 2 INCORPORATION: CSAN shall be incorporated under the laws of the State of California Revenue and Taxation Code. CSAN shall mantain tax exempt status under Section 23701d or section 23701f of the California Revenue and Taxation Code and also under Section 501(c)(3) or Section 510(c)(4) of the United States Internal Revenue Code.
CSAN is an AFFILIATE to USASA
USASA Bylaw 107. DEFINITION: “Affiliate” means a multi-sport or single sport organization that independently conducts soccer programs (A) in the United States at the national or lower level, or (B) outside the United States whose members consist of members of the United States Armed Forces, the United States Foreign Service, or their dependents.
CSAN EXECUTIVE COMMITTEE There is only one mention in CSAN Bylaws; "Bylaw 6 PROVISIONS OF USSF BYLWS ADOPTED BY CSAN, Section 1 (7) All actions and policies adopted by the CSAN Board of Directors, Executive Committee, or Officers..." Bylaws MUST state the EXECUTIVE COMMITTEE COMPOSITION AND GENERAL AUTHORITY similar to USASA's Bylaw 411. COMPOSITION AND GENERAL AUTHORITY.
Consistent with USSF Bylaw 213. ORGANIZATION MEMBER RESPONSIBILITIES (5) Except with respect to a Professional League and for-profit Organization Members, the Organization Member shall have a Board of Directors (or similar body) selected through an open and democratic election process. (6) Except with respect to a Professional League, the actions and policies adopted by the board of directors (or similar body), executive committee of the board (or similar body), or officers of the Organization Member shall be reported to its membership, or their authorized representatives, at least once each year at a meeting of the Organization Member’s membership, with notice of the meeting and its purposes given to such membership at least fifteen (15) days in advance of the meeting.
Therefore, Bylaws MUST state the EXECUTIVE COMMITTEE COMPOSITION AND GENERAL AUTHORITY simmilar to USASA's Bylaw 411. COMPOSITION AND GENERAL AUTHORITY.
Bylaw 10 BOARD OF DIRECTORS established USASA Bylaw 631, and USSF 701, Policy 701-1. Although nothing for Everyone else. This is due to the fact that there is no Bylaw dealing with the EXECUTIVE COMMITTEE COMPOSITION AND GENERAL AUTHORITY in question.

What Legal right does CSAN have towards Coach if CSAN Bylaw 7, TYPES OF MEMBERSHIP AND MEMBERSHIP REQUIREMENTS, Section 2 (e) COACHES: Must have paid the annual coach's membership FEE specified in CSAN Policies; must have filed with the CSAN office a current coach membership application/renewal form; Must not have been suspended as a result of disciplinary action propertly taken under CSAN and USSF Bylaws. This is not enforced. Please explain.
Why is California Soccer Association North is so protective of corporate documentation. You can't find their bylaws, nor their rules and regulations anywhere. They charge you $50 if you ask them to send you a copy of what's rightfully their responsibility to provide to the public. What they hide?
What's the benefit of affiliating with CSAN? CSAN is no longer needed. Why can we affiliate directly to USASA? There are no benefits whatsoever affiliating to CSAN. No State Team participation since 2006. U.S. Club Soccer is doing a better job, dealing with providing a benefit to the clubs. CSAN is lost in administrative/money. Do not care about player and team development. Get rid of CSAN.
